I have not embodied in the draft your remark about dealing with official documents from Chinese Headquarters, because it says in par. 4 of this despatch, the rule is that "all official communications between the Courts of China and her Majesty's Legation at Pekin or the Consuls by whom they are transmitted are translated".
M. March also adds that Chinese officials "invariably visiting the Colony are accompanied by interpreters", but I presume you mean that it is desirable to be able to communicate with such officials directly, not through Interpreters. I have accordingly inserted the word "directly" in the draft.
